City Conducts Full-scale Disaster Simulation Exercise
The city government spearheaded by the City Disaster Risk Reduction and Management Office (CDRRMO) under Antonette Anaban conducted a full-scale disaster simulation exercise, Dec. 19, with barangays Irisan, Dontogan, Atok Trail and Pacdal as impact sites to test the Summer Capital’s response mechanism in cases of emergencies and disasters.
The activity started promptly at 9 am and ended around 12 noon with the Emergency Operations Center (EOC) based at the Baguio Convention and Cultural Center triage area.
Participants of the simulation exercise were members of the CDRRM Council chaired by Mayor Benjie Magalong with Chief of Staff Engr. Felipe Puzon as action officer.

2022 Gawad KALASAG Seal for DRRM efforts
The city government again bagged the 2022 Gawad KALASAG (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) Seal for local disaster risk reduction and management council and offices (LDRRMCOs).
City DRRM Office chief Antonette Anaban, in a press release Thursday, said the city was assessed as "fully compliant" by the National Disaster Risk Reduction and Management Council (NDRRMC) in major areas such as "structure, competency, management systems, enabling policies, knowledge management, advocacy, partnership, and participation.”
Anaban said the GK Seal for LDRRMCOs is envisioned to serve as a performance assessment mechanism for all LGUs as they implement the mandatory provisions of RA 10121 (An Act Strengthening the Philippine DRRM System) on the institutionalization of their LDRRMCOs, including other NDRRMC issuances.
She said the CDRRMC conducted several contingency workshops and updated the city’s contingency plans for earthquake and hydrometeorological hazards.
It has also conducted a Climate and Disaster Risk Assessment and formulated a DRRM Plan for 2020-2022, CDRRM Operations Center standard operating procedure and a local climate change action plan, among other accomplishments.
The Gawad KALASAG (GK) Search for Excellence in DRRM and Humanitarian Assistance was established in 1998. It was later transformed into the GK Seal and Special Awards for Excellence in DRRM and Humanitarian Assistance and was made mandatory in the assessment of all local government units (LGUs).

Capacity-building and training program under the Baguio City FEWS Project
The AASCTF team, led by Ramboll’s Mr. Alvaro Fonseca, recently concluded the implementation of a targeted capacity-building and training program under the Baguio City FEWS Project. Co-implemented with DHI, this training program strengthened local capacities to operate and maintain the FEWS following the project’s completion, enhancing sustainability.
A total of 11 trainees were identified from the Baguio LGU, comprising five staff from the Baguio LGU as part of the core team and six staff from DOST-PAGASA, DOST-CAR, Department of Public Works & Highways - Baguio City District Engineering Office, Saint Louis University, and the University of the Cordilleras, as part of a peer group to support the core group.
The training program consisted of three online modules covering an introduction to the FEWS, hydrological and hydraulic modeling, and flood risk dissemination. In addition to the online capacity building sessions, the project team also conducted on-the-job training sessions during the team’s site visits to Baguio in June and September 2022.
The program effectiveness assessment concludes, that the training program has successfully enhanced trainees' knowledge and skills within all topics covered in the program. The team observed a noticeable increase in trainees' confidence between the baseline knowledge assessment survey conducted in 2020, and the program knowledge assessment completed following the last session in November 2022.

Baguio City Conducts Disaster Exercise
The city government spearheaded by the City Disaster Risk Reduction and Management Office (CDRRMO) under Antonette Anaban conducted a full-scale disaster simulation exercise, on Monday, December 19, with the villages of Irisan, Dontogan, Atok Trail and Pacdal as impact sites to test the Summer Capital's response mechanism in cases of emergencies and disasters.
The activity started promptly at 9 a.m. and ended around 12 noon with the Emergency Operations Center based at the Baguio Convention and Cultural Center triage area.
Participants of the simulation exercise were members of the CDRRM Council chaired by Mayor Benjamin Magalong with Chief of Staff Felipe Puzon as action officer.
These include personnel from the Baguio City Police Office, Bureau of Fire and Protection, Health Services Office, Persons with Disabilities Affairs Office, Public Information Office, City Buildings and Architecture Office, City Engineering Office, City Veterinary and Agriculture Office, Baguio General Hospital and Medical Center, concerned barangay officials, and other agencies and representatives from various communication groups.
A post-activity assessment was held at the CDRRMO "war room" facilitated by Local DRRM officer Louie Glen Lardizabal where participants decried the lack of proper communications equipment that hampered coordination among those on the ground.
The need for more training in terms of handling patients was suggested, especially the "prioritization" of patients needing to be immediately rushed to the hospital and those that can be tended to at the barangay level.
Also observed was the alleged refusal of some motorists to give way to ambulances rushing patients to the hospital who need immediate medical attention. It was suggested that the motoring public be reminded or educated more on this matter.
Lardizabal assured participants that their observations will be collated and made known to local officials for their information and appropriate action.
He added that more simulation exercises will be conducted in the future to ensure that all gaps in the city's response mechanism in case of emergencies and disasters will be immediately and fully resolved in line with the city's thrust toward disaster resilience.

Local Government Unit category and the Climate Technology for Resilience Award
The Baguio C.D.R.R.M.C.-Disaster Operations Center (Official) bagged First Place in the Local Government Unit category and the Climate Technology for Resilience Award in the Group category of this year's 'Mga Kwentong KLIMA-likasan: A Climate and Disaster Resiliency Awards', organized by the DENR Climate Change Service and Globe Telecom. The awards spotlighted individuals, groups, and provincial local government units as decision-makers, caretakers, stakeholders, experts, and educators in the environment, climate change, and disaster risk reduction sectors.
Baguio CDRRMO showcased the Baguio City Flood Early Warning, Information and Mitigation System Project, which is currently being implemented under AASCTF, funded by the Australian Government Department of Foreign Affairs and Trade (DFAT). Their entry highlighted the project's holistic approach to challenges related to climate change, social inclusion, and environmental protection, as well as the adoption of smart solutions to make Baguio safe, livable, and resilient to climate and disaster risks.

Baguio City Awarded for Climate and Disaster Resiliency
The City of Baguio was proclaimed the winner of two climate and disaster resiliency awards in Mga Kwentong Klimalikasan of the Department of Environment and Natural Resources. The Baguio City Risk Reduction and Management Office won the 1st prize for LGU Category. Likewise, the city also won Climate Technology for Resilience Award for Group Category. The awards were received by Ms. Antonette Anaban of Baguio C.D.R.R.M.C.-Disaster Operations Center during the online awarding program on November 24, 2022.

Mga Kwentong Klimalikasan of the Department of Environment and Natural Resources.
The DENR, in collaboration with Globe, relaunched the Mga Kwentong KLIMA-likasan: A Climate and Disaster Resiliency Awards to showcase and highlight individuals, groups, and provincial local government units as decision-makers, caretakers, stakeholders, experts, and educators in the environment, climate change, and disaster risk reduction sectors.
Considering Baguio City’s high exposure and vulnerability to climate hazards and with the continuous development within the city and its surroundings, the City is experiencing frequent runoff volumes and flooding incidents which can be exacerbated by the impact of climate change and impervious paved areas.
With this assessment, the Asian Development Bank (ADB) chose Baguio City as a pilot area in the Philippines for the Flood Early Warning, Information, and Mitigation System (FEWS). The ADB has commissioned Ramboll, a Danish-based global consulting firm, to implement the FEWS project in the City which officially kicked off on 30 September 2020.
The project aims to establish and operationalize the FEWS for the real-time data capture system established in four river basins in Baguio City and for the development of a flood mitigation action plan. The Ramboll has been working closely with the Baguio City Disaster Risk Reduction and Management Office (CDRRMO) in the development of a truly smart, holistic, nature-based, gender-sensitive, and socially-inclusive approach to address the city’s challenges.

City Joins Un-backed Disaster Resiliency Training in South Korea
BAGUIO CITY – In line with the city’s thrust towards achieving disaster resilience, a select team from the City Disaster Risk Reduction Management Office (CDRRMO) and other concerned departments joined a Training on Urban Resilience and Making Cities Resilient by 2030 (MCR2030) in Incheon, South Korea from October 25 t0 28 this year conducted by the United Nations Office for Disaster Risk Reduction.
On behalf of the Summer Capital, the team received a Certificate of Commitment to Disaster Risk Resilience and Reduction that reads: “The city strives to become inclusive, safe, resilient and sustainable by 2030 and commits to reducing disaster and climate risk and continue to improve sustainability by taking actions to enhance resilience.”
Training objectives include enhancing understanding on urban resilience; completing the disaster resilience scorecard for cities; identifying key gap areas and priorities for action; connecting with MCR2030 partners and service providers; peer-to-peer learning and exchange; and learning from resilience hubs.

Training on Urban Resilience and Making Cities Resilient (MCR)
The City Government of Baguio has been invited to a four-day “Training on Urban Resilience and Making Cities Resilient (MCR)” on October 25-28, 2022 in Incheon, Republic of Korea.
The training aims to build fundamental knowledge and skills for the LGU on urban resilience particularly in applying diagnostic tools to assess resilience progress and also provide opportunities for participants to learn and exchange with Incheon City, the first Resilience Hub of MCR 2030 in Asia Pacific.
The LGU Baguio team, consisting of nine personnel from the different city departments, was headed by Ms. Antonette Anaban, head of the City Disaster Risk Reduction and Management Office together with representatives from the City Planning and Development Office, City Engineering Office, City Environment and Parks Management Office, City Buildings and Architecture Office, City Social Welfare and Development Office, Person with Disability Affairs Office and the Health Services Office.
It was the first face-to-face training conducted by the United Nations Office for Disaster Risk Reduction (UNDRR) after the pandemic.

CDRRMC bares accomplishments, action plans
The City Disaster Risk Reduction and Management Council (CDRRMC) chaired by Mayor Benjamin Magalong will conduct a strategic planning workshop as well as a mental health and psychosocial support training spearheaded by the City Health and Services Office this November.
This was reported by the CDRRM Office under Antonette Anaban during the CDRRMC 4th Quarter Full Council Meeting, October 21, at Mountain Lodge, presided by Acting City Mayor and CDRRMC chair Faustino Olowan.
Also included in the CDRRMC’s 4th Quarter Action Plan is the installation of emergency exit signages and more including the enforcement of pending demolition orders on old structures that are still for approval.

More persons, groups volunteers for the City's Response Program
The City Disaster Risk Reduction and Management Office (CDRRMO) under Antonette Anaban disclosed that more than 100 individuals and nine groups have submitted applications signifying their intention and willingness to become disaster volunteers as of the third quarter of this year.
Local Disaster Risk Reduction and Management Officer 3 Louie Glen Lardizabal said his office started processing the accreditation of the city's disaster volunteers — individuals and groups — earlier this year.
"We are currently collecting all of the data needed to process their accreditation so that they can be given the proper support in case they are going to be helping us in future emergencies, crises, or disasters that may befall the city," he said.
These volunteers will serve as additional forces or force multipliers during times of hazards or emergencies, Lardizabal added.

Baguio CDRRMO Officer-in-Charge Ms. Antonette A. Anaban was invited as guest speaker during the Training on Nutrition in Emergencies and Disasters to the one hundred thirty-five Barangay Nutrition Scholars (BNS) from all the one hundred twenty-eight barangays on October 3, 2022, at Newtown Plaza Hotel.
This training is spearheaded by the City Health Services Office - Nutrition Division headed by City Nutrition Action Officer Ms. Angelita Sabado.

AASCTF smart flood early warning system project
The AASCTF smart flood early warning system project in Baguio City, Philippines goes into high gear!
Yesterday, Baguio City Mayor Benjamin Magalong and representatives of Dost_pagasa and DOST - CAR signed two Memoranda of Agreement establishing a framework of cooperation and mutual partnership to support the AASCTF project. The two MOA will strengthen collaboration on real-time weather data gathering and processing, operation and maintenance of the flood early warning system, training, and other technical support.
Both ADB and AASCTF were on the ground to facilitate the signing and support the working arrangements among the three parties. The AASCTF team is in Baguio this week to further support the city and key partners as the project deepens its implementation, following recent milestones: the installation of water-level sensors on key river locations and the successful migration of the system in the city's servers and offices with remote access for the team.
This AASCTF project is supported by the Australian Government Department of Foreign Affairs and Trade, managed by Asian Development Bank, and implemented by Ramboll.

Ms. Antonette Anaban, Assistant City Planning and Development Coordinator of the City Government of Baguio and Officer-in-Charge of CITY DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (CDRRMO) - BAGUIO CITY, as well as one of our key partners in our smart flood early warning system project, joined last week's Asia Water Forum, organized by the ADB Water Sector Group.
Ms. Tonette, as a presenter in the session on "Technologies for climate resilience", shared the design and different features of our smart flood early warning system (FEWS), including how a gender and inclusion lens was applied, to ensure timely, appropriate, and applicable early warning reaches all Baguio residents, especially the most vulnerable. More importantly, she emphasized that the long-term sustainability of the project hinges on building the capacity of the city, those who will operate and maintain the system beyond the timeframe of the project. The AASCTF Baguio team has been providing training to a select group from the city.

DOST-PHIVOLCS conducts a two-day (Aug. 11-12, 2022) training workshop on the Use of GeoRiskPH Platforms in Baguio City. There are 33 participants coming from the different offices of the LGU, the St. Louis University and the University of the Cordilleras.
Mr. Louie Glenn Lardizabal, LDRRM Officer III of Baguio City, and Dr. Teresito Bacolcol, Deputy Director of DOST-PHIVOLCS, delivered the opening messages to start off the GeoRiskPH Training for Baguio City.

Foreign Experts offer help in City's Disaster Program
Foreign dignitaries and experts have trooped to the Summer Capital in the past weeks mainly to find out what assistance they could contribute to the city’s disaster management program.
In a June 29 media forum at City Hall, City Disaster Risk Reduction Management Office (CDRRMO) Officer III Louie Glen Lardizabal said the visitors included officials from the United States Embassy and the Danish Ambassador.

Accreditation of Disaster Volunteers, On-going
The City Disaster Risk Reduction and Management Office (CDRRMO) under Antonette Anaban has started processing the accreditation of its disaster volunteers – individuals and groups -- earlier this year.
Local DRRM Officer III Louie Glen Lardizabal, in a June 29 media forum at City Hall, said 55 individuals and three groups have already submitted their applications and signified their willingness and commitment to become part of the CDRRMO’s disaster volunteers.

The second day of Basic Life Support and First Aid training was conducted by the CDRRMO team consisting of Mr. Kenneth Khayog, Mr. Lester Bruno, Ms. Jenneth Bay-ed, and Ms. Maricris Malaggay to impart and enhance the knowledge and skills of the twenty-eight participants from barangay MRR Queen of Peace in administering immediate care to injured individuals.

ASEAN Australia Smart Cities
The team arrived last week and they’ll be conducting several activities during this 20-day visit to ramp up our smart flood early warning system project, including a meeting with Baguio Mayor Benjamin Magalong.
The main purpose of the visit is migrate the flood early warning system (FEWS) to the servers of the Baguio local government unit (LGU), as well as facilitate the on-the-job training of key LGU staff who will be operating and maintaining the FEWS. The team will also hold a workshop on the Dissemination and Outreach Plan with local stakeholders.
During the first few days, the team was delighted to finally meet key staff from the LGU and other project stakeholders in person! They visited key sites to further understand the flooding situation in Baguio, such as high flood risk barangays or villages, City Camp Lagoon, the Balili River Water Level Station, and the evacuation center at the Baguio City Disaster Risk Reduction Management Office (CDRRMO).

Manila Chargé d'Affaires (CDA) Heather Variava visited the city on May 24-25
Relative to the ongoing Flood Early Warning System (FEWS) project of the Asian Development Bank (ADB) for Baguio City, US Embassy in Manila Chargé d'Affaires (CDA) Heather Variava visited the city on May 24-25 for a courtesy call to City Mayor Benjamin B. Magalong, and a visit to one of the flood-prone areas in the city.
Prior to the actual visit, a meeting was conducted at the CDRRMO with the ADB and Ramboll (FEWS consultant) who attended virtually. During the meeting, the CDRRMO presented a short profile of the City Camp Lagoon, factors that caused the previous flooding, historical flood occurrences, and the data on the affected population. It also presented the mitigation and engineering interventions that the city has already implemented.

Ready to Assist!
Baguio CDRRMO personnel Ms. Stephanie P. Trinidad assisted the Office of Civil Defense - CAR as one of the instructors in the six-day Contingency Planning Training Course from May 16-21, 2022 which was participated by Local DRRM Officers and personnel from Benguet, Ifugao, and Mountain Province.
Other personnel from the CDRRMO serve as instructors and facilitators that can readily assist the Office of Civil Defense - CAR as the need arises.

FROM EARLY WARNING TO EARLY ACTION: INSPIRING & EMPOWERING THE NEXT GENERATION
Given the multi-disciplinary and complex nature of enabling early warning and early action, it requires continuous innovation that bridges communities' needs with technology and scientific advances. Youth in communities can support such innovation, for example through real-time collection of data that supports more accurate forecasting of future hazards. Young professionals and youth can also play a role in building an understanding of forecast uncertainty for decision making.
Young professionals’ innovative skills must be encouraged, nurtured and sustained through existing institutional structures, research and project implementation. Young professionals can stimulate change within hydromet and disaster management agencies and facilitate partnerships with science and practice to translate innovations into impact on the ground, as experienced in the FATHUM project.
Young professionals are also well-positioned to share their lessons with peers and facilitate cross-fertilisation of ideas and skills. Importantly, all youth and young professionals have a voice and can feel empowered by their actions, without necessarily needing to come up with something ‘new’ to translate early warning into early action.

Baguio Approves Public Service Continuity Plan
The city government of Baguio approved Resolution Number 552, series of 2021, containing the local government’s Public Service Continuity Plan (PSCP) having Nov. 1, 2021 as effectivity date.
The National Disaster Risk Reduction and Management Council (NDRRMC) Memorandum No. 33, series of 2018, enjoins all government member agencies at all levels to develop their own PSCP as operational guidebook in case a disaster cripples the delivery of public service.
Baguio City takes pride being the first LGU in the Cordillera Administrative Region to have submitted its PSCP to the NDRRMC through the Office of Civil Defense (OCD).
Baguio City’s PSCP was developed based on Executive Order Number 82, series of 2021, “Creating the Continuity Core Team for Public Service Continuity Plan, and Defining their Roles and Responsibilities.”
The continuity core team is mandated to formulate, test, execute, monitor and update the PSCP of the City of Baguio under the supervision of the Disaster Risk Reduction Management Officer Antonette Anaban as the Continuity Coordinator.
Series of seminar-workshops helped the core team identify climate and disaster risks such as tropical cyclones, monsoon rains, earthquake, pandemic, and other disruptions as occurrences most likely to affect the city.
“It is the aim of the local government to continuously exist and deliver its functions to the public amid any disruption or disaster. This Public Service Continuity Plan (PSCP) contains the internal capacities, recovery requirements, and strategies to minimize damage and loss to essential processes, ensure the succession of leadership, and improve continuity capabilities of all the city departments/offices,” Anaban stated in the approved PSCP document.
The PSCP document will serve as a guide for immediate decision-making and reference for proper and effective actions through the restoration of essential functions even during the occurrence of disruptions.
Every department and division are required to develop office-based continuity plans with the following goals:
Perform our essential functions and services with corresponding adjustments in processes and procedures;
Activate immediately the technological solutions that are needed for the continuity of services;
Safeguard the safety of the organization’s staff and its clientele;
Ensure quick recovery of critical resources and lifeline services;
Ensure continuous provision on the delivery of services by the critical suppliers;
Ensure the inclusivity of the continuity plan to reach out to all sectors of the community; and
Continuous improvement of the PSC plan through test, training and exercise program.
Aside from the general PSCP of the city government, all departments whose offices are located outside the City Hall shall draft their own plans.
Anaban, said to date, only the Local Civil Registry has a complete PSCP submitted to the CDRRMO from all the departments.
Mayor Benjamin B. Magalong acknowledged the need for an up-to-date PSCP considering the impact of natural disasters and other possible disruptive events affecting the city and with the ongoing coronavirus disease pandemic crippling the economy.
“Since day one, this administration has always adhered to its promise to the people to provide them with the best quality of service as possible. However, there are still existing challenges that we face such as division among agencies, organizational hierarchy, and inflexibility of offices that we need to address to accomplish our promise.
