BAGUIO CITY'S BARANGAY RESILIENCE BINGO SCORECARD
Orientation and Baselining of Baguio City's Barangay Resilience Bingo Scorecard outlined by the National Resilience Council in cooperation of the City Disaster Risk Reduction Management Office
The Barangay Resilience Bingo Scorecard aims to assess the barangay's initiatives and programs towards resiliency that focus on Infrastructure, Local Economy, Human Security, Human Development, and Environment. Moreover, this also evaluates their disaster resiliency in connection with efficient response, reducing risk, enhancing coping skills, and inculcate self-awareness.

WELL DONE, CITY GOVERNMENT OF BAGUIO
The city government of Baguio was adjudged beyond complaint to the 23rd Gawad KALASAG (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) seal and special awards for excellence in disaster risk reduction and management and humanitarian assistance for calendar year 2023.
The Gawad KASALAG was established in 1998 led by the National Disaster Risk Reduction and Management Council (NDRRMC), the Office of Civil Defense (OCD) and the Department of the Interior and Local Government (DILG) to honor and recognize stakeholders who champions in promoting and implementing disaster risk reduction and management and climate change adaptation (DRRM-CCA); and, humanitarian assistance program that protects and shield high-risk communities against extreme hazards and render them capable of addressing their vulnerabilities.
Mayor Benjamin Magalong was elated that Baguio City was able to surpass its assessment standing from Fully Compliant last year to Beyond Compliant this year.
"Big congratulations to our partners in the City Disaster Risk Reduction and Management Council. This recognition is a result of the strong and dynamic partnership and collaboration among all main actors involved in risk reduction and management, the mayor said.

BAGUIO'S RESILIENCE
The National Resilience Council (NRC) paid a courtesy visit to the Hon. Mayor Benjamin Magalong of Baguio City to have an initial discussion on the resilience journey of Baguio last November 7, 2023.
Baguio City is one of the adopted cities under the NRC’s Adopt-A-City Initiative, with SM Prime Holdings, Inc. being the private sector partner. One of the points of discussion is about the Resilience 101 to be held on November 9 and 10, 2023 at the Ritz Legarda Hotel, Baguio City.
Mayor Benjie Magalong also stated his vision for the city – aiming to be one of the most livable cities in the Philippines by 2026, as well as the introduction of Baguio City as a “smart city”, a technologically advanced urban area that utilizes electronic methods and sensors to gather specific data leading to enhanced operational processes throughout the city.
Arch. Donna Tabangin, head of the City Planning and Development Office (CPDO) of Baguio City, then presented the city’s Barangay Livability Index, Digital Twin, Land Use, and Proposed Zoning. These plans are in coordination with the City’s goal of livability by 2026 by using Engineer’s Hill Barangay as a model unit. These plans and goals will aid the NRC in tailor fitting the Baguio City’s resilience journey.

RESILIENCE 101
The 2-day Resilience 101 Training had kicked off in the City of Baguio. This is a capacity-building initiative under the Resilient Local Government Unit Program (RLGUP), through the Adopt-A-City Initiative of the National Resilience Council.
This activity aims to:
Establish the Local Resilience Council of Baguio City;
Integrate the resilience vision and resilience priorities of the City Government in programs, projects, and activities;
Capacitate participants on the basic concepts of risk (hazard, exposures, vulnerability, and capacity); and
Introduce the evidence-based and risk-informed resilience approaches of Leadership and Governance (L&G) and Science and Technology (S&T).
The activity also provides knowledge-sharing opportunities and collaboration to attain the city's resilience vision.

OPERATION AND MAINTENANCE (O&M TEAM) - FEWS
As part of our ongoing continuing capacity-building efforts under the Baguio City Smart Flood Warning, Information & Mitigation System Project, the project team recently concluded the final On-the-Job Training (OTJ) sessions for the year from October 23 to 27 for the city's Flood Early Warning System (FEWS) Operations and Maintenance (O&M) team.
This OTJ session marks the culmination of a year-long training program, which included virtual training sessions between April and June, OTJ sessions in June, and FEWS testing between July and October, with Ramboll providing online technical support. Building on previous training sessions, these latest OTJ sessions focused on post-monsoon standard operating procedures, system performance assessment, and system sustainment planning. We are thrilled to witness the remarkable progress made by the O&M team as they demonstrated an improved understanding of the FEWS.
The Baguio FEWS O&M team comprises a core team from the City Government of Baguio, as well as a peer group of staff from Dost_pagasa, DOST - CAR, Saint Louis University, and the University of the Cordilleras supporting the core group. This advancement brings us one step closer to achieving our goal of enabling the Baguio City LGU to effectively and efficiently operate and maintain the FEWS independently with minimal technical support.
The project is supported by the Australian Government Department of Foreign Affairs and Trade, managed by the Asian Development Bank, and implemented by Ramboll.

INTERNATIONAL DISASTER RESILIENCE LEADERS FORUM INCHEON 2023
On 18 and 19 September 2023, Incheon Metropolitan City, the Incheon Institute and the United Nations Office for Disaster Risk Reduction (Office for Northeast Asia and Global Education and Training Institute) organized the International Disaster Resilience Leaders Forum Incheon 2023 (IDRLF 2023) in Incheon, Republic of Korea, with the support of the Ministry of the Interior and Safety (MOIS) of the Republic of Korea, and in cooperation with the Trilateral Cooperation Secretariat (TCS).
This second edition of the IDRLF was conducted under the theme ‘Enabling technological application and partnership for climate and disaster risk reduction’ and brought together national and local government representatives from 25 countries and 31 cities from all continents, as well as technical experts from the academia and international and regional organizations. Over the course of two days, national and local leaders and practitioners shared experiences and good practices in applying innovative technologies and measures for disaster resilience and climate change adaptation.
Participants also discussed opportunities and challenges for technology application and transfer in the context of disaster risk reduction, including access to knowledge, funding and capacity development. The Forum concluded with a field visit to state-of the-art environmental management facilities of Incheon Metropolitan City, a Making Cities Resilient 2030 (MCR2030) Resilience Hub.

VOLUNTEER PROGRAM POLICIES IN CITY APPROVED
The City Council, during last Monday’s regular session, approved on third and final reading a proposed ordinance prescribing policies for the establishment of a volunteer program for the city, providing an incentives system for volunteers and for other related purposes.
The ordinance authored by Councilor Levy Lloyd Orcales states that it will be a declared policy of the local government to recognize voluntarism as a significant driver of political, economic and social development because it builds inclusion, ownership, solidarity, and social cohesion, volunteerism has the potential to lead to stronger communities, capacity development and increased social capital that would eventually redound to gaining beneficiaries from sustainable community development.
The purpose and coverage of this measure is to establish a program on volunteerism in the city government, prescribe guidelines for its operation, grant incentives for volunteers and to determine the institutional mechanism for the implementation of the program.
The volunteer program shall be operationalized and implemented by the city government and shall serve as the centrepiece program to instil, promote, propagate and harness the spirit of volunteerism or ‘bayanihan’ among the people to be of service to the community in the collective aspiration towards sustainable community development, especially in bringing services to the most vulnerable and marginalized sectors and communities.

YOUR DONATIONS HAVE REACHED ABRA
A team from the City Disaster Risk Reduction and Management Office (CDRRMO) arrived in Bengued, Abra August 20 to deliver a truckload of clothing for the victims of typhoon "Egay."
The clothes were from Baguio residents who responded to the 5-day donation drive mounted by the city government for Cordillera provinces hit hard by the howler.
Mayor Benjamin Magalong who directed the call for donations thanked all the donors who supported the campaign. -APR

The participants are from District 17 and 19 which includes barangay Alfonso Tabora, Magsaysay-Private Road, Aurora Hill Proper, New Lucban, Brookside, Brookspoint, Lopez Jaena, East Modern Site, West Modern Site, North Sanitary Camp, South Sanitary Camp, and Trancoville.

BOLSTERING OF CITY'S DISASTER MANAGEMENT STRATEGIES URGED
Vice Mayor Fausitino Olowan underscored the vital importance of disaster prevention, preparedness, response and recovery during the 3rd Quarter meeting of the City Disaster Risk Reduction and Management Council (CDRRMC), August 9, at a local hotel.
He pointed out that recent events like Super Typhoon ‘Egay’ that left one dead, several injured and a substantial cost in damages in the Summer Capital, highlights the necessity to fortify the city’s strategies across all stages of disaster management.
“By drawing the lessons from previous disasters, and sharing insights and best practices, we can equip ourselves to face challenges head-on and minimize their impact. Proper coordination stands as a cornerstone of our efforts and working together seamlessly enables us to optimize resources, streamline processes, and enhance our community’s overall preparedness,” Olowan stressed.

Vice Mayor Faustino A. Olowan calls for collaboration to achieve disaster resilience
Vice Mayor Faustino A. Olowan called on concerned stakeholders to work collaboratively to strengthen the wellbeing and resilience of the residents in the face of adversity.
He claimed that the city, with its attractive landscapes, vibrant diversity, and immense talents, has been a haven for many, but the people should not forget that the city is exposed to the unpredictable forces of nature.
The vice mayor pointed out that residents have witnessed first hand the devastating impacts of disasters that have tested their resilience time and again from typhoons and earthquakes to fires and epidemics. The said events have left scars in the city’s rich history.
However, Olowan argued that it is in such moments of struggle that the true strength and spirit of the Filipino people shine through.
According to him, building a resilient Baguio requires a whole-of-government and whole-of-the society approach that is why each resident has a role to play in mitigating and preparing for disasters.

The ASEAN Australia Smart Cities Trust Fund visited Baguio City, Philippines
A technical meeting with the DOST Advanced Science and Technology Institute (DOST-ASTI) was another key highlight of the recent visit to Baguio City in the Philippines.
The AASCTF team, led by AASCTF program manager and ADB urban development specialist Kyaw Thu with project analyst Rianne Dusaran, convened with DOST-ASTI representatives, led by director Franz de Leon, and members of the Baguio C.D.R.R.M.C.-Disaster Operations Center (Official), led by Antonette Anaban, to strengthen institutional cooperation with DOST-ASTI on the operations and maintenance of the hydrometeorological stations under our smart flood early warning system project.
The AASCTF team also had a chance to visit Baguio’s Smart City Command Center, where they were given a briefing and a tour of the city’s integrated facility, and met with Baguio City Mayor Benjamin Magalong.

MAYOR SAYS FEWS PACT WITH TUBA, LA TRINIDAD ENHANCES REGIONAL RESILIENCE
“It is my hope that this memorandum of agreement (MOA) further strengthens our collaboration with the Municipality of Tuba and La Trinidad and can serve as a shining example of how shared resources and collaboration can lead to broader benefits and enhanced regional resilience.”
Thus, declared Mayor Benjamin Magalong during the MOA signing, June 23, at City Hall between the City Government of Baguio and the Municipalities of Tuba represented by Mayor Clarita Sal-ongan and La Trinidad by Mayor Romeo Salda on the Flood Early Warning , Information and Mitigation System (FEWS) project.
“On behalf of the officialdom of the City Government of Baguio, I would like to express our gratitude to the Government of Australia through the Department of Foreign Affairs and Trade, the Asian Development Bank, and Ramboll for their support to the Baguio FEWS project through the ASEAN Australia Smart Cities Trust Fund (AASCTF),” he said.

BAGUIO INKS FEWS PACT WITH LA TRINIDAD, TUBA MUNICIPALITIES
The City Government of Baguio represented by Mayor Benjamin Magalong entered into separate Memorandum of Agreements (MOAs) with the the Municipalities of Tuba represented by Mayor Clarita Sal-ongan and La Trinidad by Mayor Romeo Salda on the Flood Early Warning , Information and Mitigation System (FEWS) project, June 23, at City Hall.
The city government through the City Disaster Risk Reduction and Management Office (CDRRMO) headed by Antonette Anaban is a recipient of the project with a grant from the ASEAN- Australian Smart City Trust Fund (AASCTF).
Anaban said the project has three outputs: An established and operational smart FEWS; real-time data capture system established in four river basins in the Summer Capital; and prepared flood mitigation action plan.

ASEAN Australia Smart Cities Trust Fund Baguio FEWS Project
Amazing work these past two weeks in Baguio! Our team is currently in the Philippine city as part of the continuing capacity building activities with members of the Baguio City Government's flood early warning system core team and peer group for AASCTF's Baguio Flood Early Warning System (FEWS) Project.
On June 20, on-the-job (OTJ) training activities were kicked off with an overview session with the Baguio FEWS Operations and Maintenance team, which focused on the city's hydrology and flood risk, data requirements and challenges in flood forecasting, and the FEWS framework. The team was then able to observe and test their understanding of important concepts shared during the training as they visited a number of hydrometeorological stations around the city. These visits also set the tone and context for the following OTJ sessions, which are ongoing until today.

Baguio City Smart Flood Warning Information and Mitigation System project
Another typhoon season will soon be upon the Philippines. 🌧️ In Baguio City, the local government (with the support of regional agencies and AASCTF) has installed new rainfall gauges to improve disaster risk management and flood protection as part of the AASCTF Baguio City Smart Flood Warning Information and Mitigation System project.
These rainfall gauges are replacing old sensors to help with getting consistent real-time rainfall data from key points around the city. The replacement was carried out in five existing stations in and around Baguio: Asin Bridge and Camp 6 Bridge in Tuba; Balili Bridge in La Trinidad; and City Camp Lagoon and Irisan Fire Station in Baguio.

CDRRMC issues El Nino Preparedness Measures
Acting Mayor Faustino Olowan signed, May 8, a memorandum of the City Disaster Risk Reduction and Management Council (CDRRMC) to the Summer Capital’s punong barangays on mitigation and preparedness measures for the El Nino phenomenon.
Olowan was also the acting CDRRMC chairman during the time he signed memorandum no. 001, series of 2023.
The CDRRMC measure stated that El Nino increases the likelihood of below normal rainfall conditions that could bring adverse impacts like dry spells and droughts in some areas of the country.
It added, however, that over the western part of the country, above normal rainfall conditions during the Southwest monsoon season (‘Habagat’) may also be expected.

Barangay Disaster Risk Reduction and Management (DRRM) Plan and Contingency Plan
We are thrilled to announce that the first batch of their Barangay Disaster Risk Reduction and Management (DRRM) Plan and Contingency Plan formulation has started today! From May 16 to 19, they will review, update, and align their existing plans to the barangay budget.
The first batch consisted of 12 Barangays, including Gibraltar, Mines View Park, Pacdal, Pucsusan, City Camp Central, City Camp Proper, Lower QM, Lower Rock Quarry, Middle Rock Quarry, Palma-Urbano, Upper QM, and Upper Rock Quarry.

City Readies El Nino Contingency Plan
Water scarcity may continue in the coming months due to the dry spell which is expected to persist until 2024 according to the state weather bureau.
In Baguio City, a lot of residences are already complaining of decreased water supply from the Baguio Water District as well as delayed deliveries from private water delivery companies.
This prompted the City Disaster Risk Reduction and Management Council (CDRRMC) led by Ms. Antonette Anaban to call the members of the Disaster Prevention and Mitigation Committee for the preparation of a contingency plan for El Niño.

Departmentalization of City Disaster Office Assured
Vice Mayor Faustino Olowan said the local legislature recognizes the need to strengthen the City Disaster Risk Reduction Management Office (CDRRMO) to function efficiently and effectively as a regular city department.
He gave the assurance during the 2nd Quarter CDRRM Council (CDRRMC) meeting, April 20, presided by CDRRMO head Antonette Anaban, the council's chief secretariat. The CDRRMC is chaired by Mayor Benjamin Magalong.

Market Fire Damages Pegged at 40M
The City Disaster Risk Reduction and Management Office (CDRRMO) reported that the estimated damages infected by the 5-hour fire that gutted Blocks 3 and 4 of the city public market last March 11-12, 2023 was pegged at close to P40 million.
CDRRMO officer-in-charge Antonette Anaban said that the latest estimated damages to public and private properties was a result of the post-disaster needs assessment that was conducted by the local government on the said fire incident.
She disclosed that the estimated damage cost to the structures including depreciation cost was set at P27 million, the burned vehicle of the Public Order and Safety Division (POSD) – P1.49 million, damaged goods – P10.8 million, damaged power lines – P72, 000 and the damaged perimeter streetlights installed by the City Engineering Office (CEO) – P104,000 or a total estimated damage of P39.8 million.

P8 Million Earmarked to Put Up Temporary Market Stalls
City officials authorized the supplemental budget from the City Disaster Risk Reduction and Management Fund – trust fund amounting to P8 million for the procurement of necessary supplies and equipment to facilitate the put up of temporary stalls of affected vendors of Blocks 3 and 4 of the city public market and to restore the roofing of the livestock area.
Under Appropriation Ordinance No. 30, series of 2023, P7.7 million will be allocated for the procurement of supplies and equipment for the put up of temporary stalls for affected tenants of Blocks 3 and 4 while P300,000 will be allocated for the purchase of supplies for the restoration of the roofing of the livestock area that was affected by the 5-hour fire that gutted a huge portion of the city’s market facility.

In a media forum at City Hall, March 29, City Disaster Risk Reduction Management Office (CDRRMO) staff Louie Glen Lardizabal called on residents to practice water conservation and recycling in their households to mitigate the impact of scarce water resources especially during these dry months.
“The problem of an impending water shortage this summer period could lead into a disaster if no solution is found,” he warned.
He said access to clean water is not only vital for our health, but its lack also affects those in the food and agricultural sectors where an abundant water supply plays a crucial role in their operations.

Baguio Moves Toward Disaster Resiliency
The Summer Capital ranked 17th among around 32 of the country’s Highly-Urbanized Cities (HUCs) in the resiliency ranking of the Cities and Municipalities Competitiveness Index 2022.

Resiliency indicators include land use plan, DRR plan, annual disaster drill, early warning system, budget for DRRM plan, local risk assessments, emergency infrastructures, utilities, employed population and sanitary system.

The CDRRMC, with the help of other LGU and Private agencies, provided logistical support for the post-fire incident needs, established the operation center and incident command post, activated the Accredited Disaster Volunteers, hauled DSWD food packs and hygiene kits, disseminated information of advisories continuously, conducted the clean-up drive at the “safe zones”, and prepositioned stand-by ambulance/s with medical crew.

Baguio Celebrates National Volunteer Month - 2022
City Councilor Levy Orcales graced the occasion with a warm welcome message to the participants and resource speakers from the Philippine National Volunteer Service Coordinating Agency (PNVSCA), who attended virtually. His statement emphasized the importance of volunteers in the city. Volunteerism, he believed, is a significant driver of political, economic, and social development. "Volunteering promotes inclusion, ownership, solidarity, and social cohesion, as well as strengthening communities, promoting development, and increasing social capital," he said.
Finally, he mentioned his proposed city ordinance promoting and supporting the volunteers in the city. A public consultation will be conducted in January of the following year to solicit comments and inputs from the stakeholders, including the volunteers, on the said proposed ordinance.

City gets 2022 Gawad Kalasag Seal.
For the second year in a row, the city government under Mayor Benjamin Magalong was awarded the 2022 Gawad KALASAG (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) Seal for Local Disaster Risk Reduction and Management Council’s and Offices (LDRRMCOs) after being assessed as ‘fully compliant’ by the National DRRM Council (NDRRMC).
The City DRRM Council (CDRRMC) is chaired by the Mayor with City Mayor’s Office Chief of Staff Engr. Felipe Puzon as action officer and CDRRM Office (CDRRMO) chief Antonette Anaban as head of its secretariat.
Anaban said the Gawad KALASAG (GK) Search for Excellence in DRRM and Humanitarian Assistance was established in 1998 and is based on past experiences and lessons learned.
